What is RCRP? RCRP, which is short for Residential Concrete Rebate Program, is offered by the City and County of Broomfield to assist residential property owners in making needed repairs to their curbs, sidewalks, and gutters along their properties by providing rebates for qualifying concrete repairs or replacements. This program is not for concrete replacements on private property, such as driveways and walkways to the residence. The goal of the program is to help improve safety, access, and aesthetics for residents in the City and County of Broomfield by offering rebates to complete eligible concrete repairs. Rebate applications are processed on a first-come, first-served basis until allocated concrete rebate funds have been exhausted.
What kinds of concrete qualify for RCRP? Damaged curb, gutter, and sidewalk along the roadway in front of your property are eligible for replacement under this program. Your driveway, the sidewalk leading to your front door, and other concrete on your private property is not eligible. Contact the Broomfield RCRP Team for additional clarification if needed.
Do I qualify for RCRP? Residential properties with certain types of damaged concrete are eligible. The criteria for RCRP provides descriptions of damaged concrete types with links to examples and pictures. The final determination of eligibility is made by Broomfield’s RCRP Team.
How do I apply for RCRP? I. Complete an RCRP application and include photos showing the damaged concrete. A. The photos need to show the damage to the concrete section. The photos should be of good quality and clarity. A map or additional photos to show the location of the damaged sections along the property is also needed. B. Someone from the RCRP Team may contact you to meet at the address for additional clarification. II. Submit the application. A. Applications may be submitted online at any time. B. The online application may be completed and mailed to Street Services: RCRP, 3951 W 144th Avenue, Broomfield, CO 80023 C. Broomfield’s RCRP Team will review the application and photos within two business days. They will let you know if you are eligible to participate in the RCRP program; sections of concrete that are eligible for the rebate will be marked. RCRP Team will also indicate the amount of the rebate if you complete the eligible concrete repairs. 1 Residential Concrete Rebate Program - FAQs III. Eligible participants then need to: A. Complete and return the RCRP affidavit. Rebate checks cannot be issued until the affidavit has been submitted. B. Select any contractor they wish, as long as that contractor is licensed with the City and County of Broomfield. Broomfield recommends obtaining and comparing at least three estimates to complete the work. The City does not provide contractor recommendations; however, here is a list of contractors that have been involved with permits related to RCRP. C. Obtain a Public Private Improvement Permit before performing the work. The permit application is submitted to the Engineering Division, and is issued typically within 5-10 business days of applying for the permit. Concrete work must be completed within 60 days of RCRP eligibility notification. Work that is not completed within 60 days will be ineligible for rebate until a new RCRP application is submitted and approved by the RCRP Team. E. Broomfield Engineering Inspection staff will inspect the concrete repairs to make sure it meets the City’s Standards and Specifications. F. The rebate check is mailed to the applicant once the affidavit has been received, and the repairs are complete and accepted by City inspectors. It may take up to 30 days to receive the rebate check from the date that Engineering approves the work and the permit closes. IV. Ineligible participants, if they choose, can work with the RCRP Team to identify alternatives for their specific circumstance.
How do I find a contractor? The Better Business Bureau provides lists of contractors and businesses along with customer reviews. Broomfield does not make contractor recommendations; however, here is a list of contractors that have been involved with permits related to RCRP.

Do I have to wait for the permit before doing the repair? Yes. All work in the public right of way must be done according to Broomfield Standards and Specifications. The work must also be inspected by Broomfield staff; any work completed without permits or inspections will not be eligible for a rebate.

How much money will I get back if I’m eligible? It depends on the areas that qualify for repairs or replacement. Examples of eligible damaged concrete are provided in the RCRP qualifying criteria. Broomfield’s RCRP Team will measure the areas of concrete being repaired and replaced. The quantities and rebate unit rates determine the total rebate amount. Rates are fixed and updated annually based on competitive price quotes. The rebate per cubic foot of eligible concrete as of March 2024 is $33.50 and is the unit cost used to determine your rebate amount, please contact the RCRP Team with any questions.
How long will it take to get reimbursed? It could take up to 30 days to receive the check. You can contact the RCRP Team at 303-438-6334 during normal business hours to find out the status of your payment. I thought the City took care of the sidewalks, curb and gutter.
Am I really responsible for maintaining all the sidewalk, curb, and gutter in front of my home? Yes. In accordance with the Municipal Code 12-04-010, “every owner of real property within the city shall install and maintain in good repair a sidewalk, curb, and gutter in front of or upon his or her property in accordance with the city's standards and specifications.”
I have already completed the concrete repair work, am I still eligible? No, the RCRP application must be submitted for review and approval before repairs are made. Broomfield will not rebate repair work that was not qualified, permitted, and inspected by Broomfield staff.
I’m a landlord, do I qualify for RCRP? Yes, non-owner-occupied residential properties are eligible.
I’m renting my home, do I qualify? Yes, though you may want to work with your landlord or property management company to remedy the issue.
I’m an HOA property manager, can an HOA apply for the rebate program? No, agencies or companies that receive funding for repairing concrete through resident dues or fees do not qualify.
